With a permanent population of approximately 60,000 (swelling to more than 100,000 in the summer season), Pender County is a family-friendly coastal community with miles of beautiful beaches, plenty of thick woodlands, and is a thriving agricultural community.
Pender County is seeking an experienced and innovative communications professional to serve as its next Communications Manager.
The Communications Manager will assist in managing the County's marketing strategies to include public information and media production functions.
Reporting to the County Manager, the Communications Manager is responsible for ensuring communications clearly and consistently convey the County's operations, vision, and brand, both internally and externally.
This position will also collaborate with senior leaders of the organization to ensure the development of communication strategies is centered on the county's services, initiatives, and programs.

Essential Functions Works collaboratively with senior leaders of the organization in order to clearly and consistently communicate, both internally and externally, the county's operations, vision, and brand as well as department services, initiatives, and programs.
Develops communication strategies for topics and issues and oversees the dissemination of such strategies.
Remains vigilant of emerging technologies, tools, and capabilities, and identifies those that appear to be viable solutions to meet strategic goals.
Assists in developing and editing executive communications, speeches, talking points, and other written, visual, and verbal materials.
Writes, edits, and prepares information for release to media, target groups, the public, government officials, and employees.
Develops and maintains social media content concerning activities of County government.
Develops and maintains website content to include determining the appropriate structure and flow of menus, ensuring continuity between departmental pages, ensuring the website is accessible to those with language or other barriers, and ensuring the website meets citizen needs regarding information and functionality.
Facilitates media access to departments to ensure timely delivery of information and response to inquiries.
Produces public information and helps coordinate media relations during emergency operations situations.
Coordinates or assists with the production of special events and projects.
Advises departments on the optimum approach for social media and other communications and aids during major departmental events.
Assists elected officials and County staff with television and radio appearances.
Ensures all products are within established departmental guidelines and work is completed in a timely manner.
Performs other related tasks as required.
Knowledge, Skills, Abilities, Education & Experience Knowledge of the organization, function, and methods of operation of the governing body, management staff, and operational departments; Knowledge of basic laws, ordinances and regulations applicable to local government; Knowledge of the structure of local, state and federal governments; Knowledge of communications principles and applicable software applications; Skilled in listening attentively and actively and possess the ability to communicate information effectively both verbally and in writing; Skilled in making presentations, meeting deadlines, and working with a diverse group of people from various educational backgrounds and skills.
Graduation from an accredited four-year college or university with a degree in communications, journalism, public administration, marketing or a closely related field and five (5) years of progressively responsible experience in leading communications for a public entity, media outlet, or a similar environment; or an equivalent combination of education and experience.
Valid driver's license in the State of North Carolina.
